I have them in the resting position when I tighten them. I slide the bushings out and lube everything that moves and everything that doesn't move. It seems like the most squeaking is coming from the top of the arm where the washers and the rubber meet. If I loosen them up the squeak seems to go away, I like to have tight bolts on my suspension for the road though. I have not tried Teflon or graphite yet though.
