Even though you've cleaned it, the IAC may be shot - they're about 40-50 bucks and may be worth a try. Also consider the coolant temperature sensor (CTS) as if they stick the computer thinks the engine is still cold. Does the vehicle seem to run rich? If so, I'd look to replace the CTS (+/- $15.00).
