    98 Escort has a crankshaft position sensor, it is located at the crankshaft pulley, more than likely when the belt broke it ripped the wires or killed the sensor......could'nt be an overheat deal as the timing belt runs the water pump on escorts........And figure out why the belt shredded it don't just happen, something locked up...i.e. Alternater( power steering pump although not very likely) a/c compressor, belt tensioner pulley or belt Idler pulley(most likely canidates)
    Just thought of sumpin else .....
    If it was pushed off the road with another car try reseting the fuel pump inertia switch ( see owners manual for location)
