OK here is the final deal.

Checked the light bulbs, ok.

Checked the switches (3 new) and none of them had power out on the tail light connection point (tang).

Put separate power to tail lights, they work!

Tried original switch, but it was broken in side.

Used my "rube goldberg" approach and got tail lights running, when headlights are on.

Wierd about how three new switches all had the same problem?
