Straight simple green and a HD scrub brush will do the trick. make sure the wheels are cool and not subject to direct sunlight while washing and scrubbing them. Allow the simple green to soak in for 10-15 minutes, keep them wet by spraying more on if you have to. Scrub well, rinse, and be done with it. Yes, it really is that simple.
