I bought an old 37 ford bumper and it is very pitted. what is the best method to go about trying to get this thing ready to be chromed?

I'm not real sure how far gone it can be to bring it back, but this one seems pretty bad. I would just buy a new one for $300, but this is going on my 35 and I'm not sure yet if I can get buy with just bolting a 37 bumper on so I bought this to possibly cut up and rechrome. Any suggestions?
