I wondered that myself, is there a way to put a regulator in between them? too late to talk to uncle tonight, will catch him in the morning.

I doubt it will be too much pressure. You could try this....with the engine off, crank the steering wheel towards the direction it goes under power. Not enough to actually move the wheels, just to preload the valve. Then start the engine, or better still, turn the pump by hand. This might clear the valve. If not, you'll have to take it apart.
