The filler neck comes with a nut ring that goes on the inside of the tank, not too difficult to get the first couple screws started. The sending unit you choose depends on what the ohmic resistance of your gauge is.

Tig welding is probably the preferred way to weld the tank seams up, but a mig welder will work just fine if you're a good welder....
