Does anyone remember....
On an episode of trucks (maybe?) the the guys took a tub and filled it with some sort of liquid and placed a rusted part attached to a trickle charger and let it sit over night. The next day no rust! I havn't been able to find what they used!

Woops! Sorry, and I realized that was another way to remove Rust, not the Electolysis method-try this:
