My Kid did a steel one in his '29 (not done yet) but he made a form out of 1/8 round rods and sort of made a skelaton first, then welded shaped pieces of 18 gauge sheet metal over it, bent to fit the contours. Worked pretty well.

Dan's the man! I swear his attention to detail is second to none!

Fiberglass. I enlarged mine and then cut the old one out. I used medium density foam and covered that with duct tape. Glassed over that, cut the old one out, pulled out foam, and finished.
