I would have guessed the zip ties were for tracking piston travel.
1. Tie one each to the shock piston @ ride height.
2. drive the car.
3. check where the tie is positioned on the piston to determine how far the shock compressed during the drive.
(a check to make sure the shock isn't bottoming or topping out while driving).
could be to tie leftover parts together
