What kind of carb? Has the carb been rebuilt? Have you checked the float level and drop? Check for dirt or debris in the needles and seats? Could have a bad air horn gasket. Floats could have a pin hole in them. Have you checked fuel pressure? It really sounds like a carb problem.It ain't broke if you can fix it.
