Yup, Winters and Halibrand are fairly much identical on the inside. As mentioned, I would be more concerned about making sure the rear end could handle the power.... Winters may have a tiny edge on strength, at least that is what the current batch of circle burners claim. For highway use, you might also want to consider the big rear cover for the extra oil capacity on the spur gears, should help a bit keeping them cool. If you want to get a tad exotic on it, maybe run a pump and cooler????
