Have you guys encountered this problem? Buy a vehicle from another state that needs restoration... go to DMV to transfer and told you can't get a new title until vehicle is "road worthy". I tell them I don't want a tag or regisitration, just transfer ownership to my name. No can do! Car must be in driving condition before they will transfer. This is in the great state of KY. Anyone had this problem in the past?
