The balance bar is to adjust the amount of force front/rear master cylinders similar to a proportioning valve but more accurate. The force will not always be equal between the two master cylinders. Depends on the adjustment.

This system would work fine for your street application. If the pedal ratio is correct (7:1) no power booster would be required.
