You can use some roofing tar. That will hold up better I think. My 55 was patched with tar and sheet metal in two spots in 1969 and it is still stuck in place. It was done from the inside of the car under the carpet.

If I can offer a suggestion. Wirebrush or grind the surrounding areas on both sides and then paint on a couple coats of "OSPHO". It is available at hardware and marine stores, and it will kill the rust and keep it from spreading.

Then you can put the sheetmetal under the carpet and use the tar routine. The best way is to weld in new steel, but you will get satifactory results and buy some time with the tar and pop rivet method.

for a easy fix is to fiber glass if the holes are small and put duct tape on the back side and lay the glass up on the inside when glass sets up pull the tape off the back side of the floor if you do this this way it work good on sanding or stuff running out of the hole when you lay up the glass or cut and but weld a new pice of steel in
