Those double flaring tools you buy at Sears, Autozone, etc., just barely work on steel brake lines. It takes a really good (read expensive) tool to flare stainless. Also, you should make sure that you're buying annealed tube. If it's not annealed, it's almost impossible to flare, and it will crack. Finally, tube suppliers generally recommend against using a tubing cutter. They can work harden the end of the tube and make it hard to flare.
