My 63 chev Belair used to have the same problem. The solution (for me) was to replace the headlight relay witha good quality bosch unit. Fixed it all up and made the lights a heap brighter as well. As a note I have seen some early chevs with no relay at all, if your is like that addiing one realy would be an awesome idea. This would then utilise the old headlight cct only for relay activation voltage.

sounds like the body is not grounded. if the ground is having to go through the motor mount to get to the head lights, while you are driving down the rd. the motor moves and breaks the ground and that's why your lights are flickering. ground to the motor, to the chassis, and to the body. the head light relay is in the head light sw., don't think you need 2 of them. its a lot of things it could be. but check the grounds first.
