If you have to, you can bust the piece out. That is if nothing else works. The threaded plate is easily replaced.
Sometimes, it is like a stuck bolt. Tighten it a bit, then back it off.
Next time, tighten by hand, then 1/4 turn. DO NOT USE A WRENCH!
The oil filter plate is easy to replace. Do not get a plate without the bypass intact.
