Yes S10, you have to grind the metal down and make sure its real clean to get your best weld with a mig welder.Flux welding is more forgiving with a less than perfectly clean surface .
i agree with the clean metal and the less than perfect clean sueface, but you said "flux welding will work better if the metal is rusted", is the part i dont know about.
