Starter problem
I am having a problem with my stater, it doesn't quite engage the flywheel. Sometimes it even sounds like it skips. The teeth on the flywheel do show some king of wear. What is going on? I have a 350/ th350 combo engine recently was overhauled.. The noise was then before that. The sproket on the stater comes out all the way but still doesn't quite work. Any help??????

I've seen crankshaft thrust bearings cause starter engagement
problems.TEAMWORK is essential, it allows you to blame someone else!

Mabye it's the overrunning clutch in the starter slipping and making noise.

I'll give some of your advise a try see if one of these ideas works
I just did a bunch of googling and it seems there is no hydraulic shock for the Explorer. You can buy some for classic cars.
