I can't really tell how much has gotten ate away by the rust, but you have about 3 choices here.

1. Try to cut out the bad spots then weld new sheet metal in ware you need. Along with forming a new lip on the front edge.

2. Find another SS in a junk yard and cut the dash out of it.

3. Have a fabication shop build you a brand new dash panel.

Number two would be the best way to go, if you can find one.
There is really no easy solution, good luck.
