The problem is.... everytime the guy goes out with it, he needs to clean it out. Everyone puts their trash in it.

not sure what state this thing is in. if it is licensed in washington state as a classic/collector car only need a rear plate. the law here is if you have eye-protection you don't need a windshield. as for lights, not sure of the law on that.
from the other cars around it, appears to be at a car show so he must have driven it there.
thats why l think it may be street-legal, but, just my opinion.

Don't know what state it is either, similar to what skull says, in Texas if registered as a classic, we run only a rear plate and no inspection is required. It's legal to drive to shows, club meetings, etc. I've never figured out the "logic" here if it's going to be on the streets/highways, but I'm sure there is a "good "reason.

If he has to pay taxes on the weight of the vehical, it might be costly.
And the fully loaded cap weight might be a little bit more then a regular passanger car.
