    Richard, the car you're thinking of was built by Bill Frederick back in the late '60's, maybe early '70's. He was big into jet cars. I first ran across him in the early '60's when he lived on my paper route. I did a thread on it a few years back and wasn't able to find anything on the web with pictures doing a google search then. Don't have time today, but maybe someone can find something.
