PPG , Dupont, Sherwin-Williams, ect......
They all have different mix ratios.
If your Jobber said thats the mixture then I would say its correct.

It sounds like your gun isnt set correctly and not allowing enough material onto the panel or incorrect air pressure at the gun or both or moving way to fast and not allowing for proper application, as Acrylic Enamel lays wet.
Or old product.
