Does it have surface rust/rust holes? If it is in good shape other than the color problem, and if this is going to be just a temp. fix. I would sand it with (Hand Sanding block) tape it off and spray it with black primer. sand it just enough to knock the shine off the paint. Maybe 120 or 180 grit. Black primer won't show sand scratches very bad anyway. The more origianl paint you leave on it the more protection you will have from further rust. I wouldn't use the circular sander, especially if you don't have body work experience. You will probobly end up with a wavy paint job. THIS IS WHAT I WOULD DO FOR A TEMPORARY PAINT JOB ONLY. If you were to do a more permement job, that would require much more prep work.

Block sand so it stays straight. Knock off the shine, Clean thoroughly, tape it off tack it off with a tack rag and spray. Flat black primer will be very forgiving.

There are some painters on this forum that can give you better advise than me, this is what I would be if I were doing a temporary primer job that would be stripped for the final paint job anyway.
