    How to fix this problem, rusted panel?

     



    I have a suburban that has had a bad paint job in the past and I need to fix and stop the rust from spreading and prep for paint in the future. So I will have to finish with some type of epoxy primer. Should I sand or try to sand blast. I dont know what type of chemicals to prep to stop the rust from coming back. Thanks for any help.
