look at my cars no chrome bummpers. if the chrome is not falling off just sand it .grinding just makes work and you have to fill the grinding mark up DA with 80 grit and run the DA slow so you do not burn up the sanding paper . and go from there. paint has been on my cars for over 15 years and work fine
