Ya gotta figure the cost. That's the bottom line of everything. Who is paying for de-rerusting or any other fooling around? The car is worth zero dollars. The city isn't going to spend for any refurbishing when it's owned by 2 old ladies. And frankly why would the sisters pay? There can't be any way that it's possible to break even on restoring the thing.
