I'm no expert..................But...............
oh ya !..........its " fixeble"
I would go ahead and get the full quarters ...."Why?" because most time when you can see the rust that bad, there is more under the paint. "Not a lot mind You but, enough to start the process all over again if you don't cut it out " & I don't have the tools to make the small patch pieces I would need to weld in 2 make it look right without buying the patches ( rolled edge and body lines ) .
now that's just my opinion...... there are some really good paint and body guys ( that do or have done this for a living) on here maybe they can give you a better answer?
or show you how its done?
