I've never understood why the state required fenders. What's it to them - other than they have the inherent need to regulate anything we do.

In Virginia, they require outside door handles - so they can get into your car and save your six in case of an emergency. Nevermind that most new cars automatically lock the doors when you move, rendering the outside door handle useless.
