We've had the opposite here. There was a guy along the highway that wouldn't combine his corn till spring ( he wasn't mentally right, for real ) and the state made him combine in the fall along the highway because of all the deer being hit. I think the insurance companies put some pressure on the state to do so, for good reason. It was bad.
