SFI is SEMA Foundation, Inc. SEMA stands for Specialty Equipment Marketing Association. It originally stood for Specialty Equipment Manufacturing Association, but then some of the members were importers/wholesalers, so they changed the M to Marketing. It originally was a group of old-timers who realized that if they didn't band together and help each other, that the Feds could outlaw every last piece of speed equipment in their quest to "clean up the air" and they'd all be lookin' for a job. They realized there was strength in numbers and that they could lobby the lawmakers more easily as a group than they could as individuals.
Anyway, SFI is the testing and certification leg of the speed parts industry. The Funny Car/Altered/Roadster section that I have linked for you here is probably the list that Scooter chose his chassis plans from....

As Scooter stated, there are SFI specifications for nearly every part of a drag race car and the Rulebooks spell out what you must use to pass technical inspection before you are allowed to make a pass on the drag strip, based on how quick and how fast your car is expected to go.
