flathead engine spins by hand- the starter is sitting on the passenger floor and smells burnt?

I can see the broken off bolts in the hub for that wheel cover

It's fun to find out more about these old trucks, especially since I have a 48 myself, but these cool special made side company trucks are of special interest as they have even cooler history and are things we've never heard about, so my pleasure to do a little digging to help out, I'm not much of a mechanic, but know where to find help, so if I can help in other ways, it's payback for all the help I get here from the rest of you.
