Could it be that the guy felt that the stock bumper wasn't quite sturdy enough?
I think what we have is a fine example of what we used to call "southern engineering".
Back in my misspent youth a lot of old toots (and some younger toots as well) always put a bunch of extra weight of in the trunk of the car. Even a new car.
Any fool knew that he would get much better handling if he did that.
A couple of "cinder blocks would usually do the trick.
What did those stupid factory engineers know?

Welcome to CHR. I think that you need to hook up your vacuum advance. At part throttle when cruising you have less air and fuel in each cylinder, and the air-fuel mixture is not as densely packed...
