Could it be that the guy felt that the stock bumper wasn't quite sturdy enough?
I think what we have is a fine example of what we used to call "southern engineering".
Back in my misspent youth a lot of old toots (and some younger toots as well) always put a bunch of extra weight of in the trunk of the car. Even a new car.
Any fool knew that he would get much better handling if he did that.
A couple of "cinder blocks would usually do the trick.

You now how those old jags likes the fancy curves included in their styling, I think the owner was just piping in his personal opinions! Or maybe it was a place to carry the extra wiring harnesses when the ole Lucus sytem left him in the dark once again! :)
