He took responsibility for his Secretary of the Department Home Land Security classifying returning veterans as a potential terrorist threat? I must have missed that.

No I was addressing the second portion of your comment "But I suppose that much like the results of the Libyan terrorist attack being the Secretary of States fault, this would have to be laid at the feet of the Secretary of the Department of Homeland Security."
