There should be a logical way for the internet Gods to control the spam.....every so often, someone suggests charging a small fee for each email....maybe a tenth of a cent. This would be undesirable for two reasons...first, it would penalize large businesses that really do receive a lot of email and second, it would be a regulatory step that the government would use to get their dirty little fingers into the system and screw it up. I propose that a different restriction be applied.....a limit on the number of recipients on an email header.......IF there was a (say 50) limit on the people in the "SEND TO" list, a person that has one of those DVDs with 5 million email addresses and wants to blanket send his Viagra substitiute advertisement would have to send 5million divided by 50 per = 100,000 emails to get his trash sent. Heck, even for big companies, make the limit 20....blanket emails are mostly junk anyway.
