Don't think so - I had a friend with a 1969 AMX that had a dealer installed Edelbrock Crossram STR-11 intake manifold as option (rumored to have been the same setup as on the SS AMX) with a pair of 660CFM Holley #4224 carbs. Looked similar to the Z-28 cross ram and that car would definitely fly!
That looks to be a custom piece set up for monster Dominators - maybe a on a 390 AMC? It could have been run by a "factory team" as there were a lot of skunk works type engineering going on in the late 60's. I know Ford experimented with some exotic manifolds but somewhere along the line SCCA outlawed them.
