Hate to say it, but in Texas (along with most other states) it is illegal for a shop to sell alcohol to someone who is visibly intoxicated. The reason for this is because of the sue happy public, by having a rule like this one the books, it takes the liability off the merchant who id selling the alcoholic beverages.
