It sounds like in your 1st post you blame both Ebay & Paypal. You should have paid the 70 cents and got a "delivery conformation" I ship all the time and never have a problem. There is no "their shipping rules!" It's common sense, it doesn't matter where you buy something from or ship it to, it's how "you" make sure someone doesn't rip you off!
I just bought some parts for my chainsaw, and they sent something that wasn't even close to my parts. They would not answer e-mails so I reported it to paypal and they pulled my money from them till he resent the right parts, then when I told paypal they resent the right parts, they gave back my money to them. I have even returned item's I have bought because they were'nt in the shape they said they were in.
My brother has a web site and sales turbo's and racing parts, we ship all over the world, and we don't get riped off, because we do it by our rules, not by what someone else say's! everything has a traking number & insured.
Ebay & Paypal didn't do anything wrong. The guy you sold to did, because you left the window open for him to do so.
