IF there were a charge to send emails; say 1 cent per, the spammers that send 25 million (yes, you can buy a "list" of 25 million email addresses) would pay. The low volume users would not be affected....however, most folks would object to any charge since it gets the charge process started and would allow future increases. There should be a way to charge the large volume guys and let the little folks ride free.....even the large corporations probably dont handle 25 million emails a month (but I'm guessing).

As the internet grows, there will be a way developed to tax it.
