Not sure if you can find an exact replacement for a PCV in The Netherlands, but an auto parts store should be able to fix you up with something that will work form the 1960s or '70s. They aren't exact science. But as you asked, yes, you should be able to remove it if necessary. It's not a closed system, so the PCV can be removed, but it isn't recommended. The oil filler cap is open as well, allowing air to reasonably free flow.

I just looked it up - the PCV (Fram FV100) fits almost every Ford and most GM cars from 1961 to 1967 and in the US is less then $4.00
