BTW it's a good idea to also measure the bore and stroke of the engine as tags can be swapped. Unless your 100% positive it's original. The first 2 numbers you listed "28" are where the CID is normally listed. See if there is a "4" before the "28". That would be a 428 if so and the tag does match the engine.
