I believe '83 is one of the years they used the retarded cam gear...an old style chain and gear setup, along with the Streetmaster should help the power and the economy....

If what Dave is thinkin' about the timing set is true, then a swap to a timing set from a '68 to '71 429 would advance the cam and should wake the motor up. As far as I know, it's a bolt-in.
