If you have a 0.030 overbored 466 with flat tops and 75 cc heads, then you are well over 11:3 compression ratio. Standard bore would be closer to 11:1.

Assuming pump gas as a fuel, I would suggest 32* BTDC @ 3000 rpm. Any more timing that and you risk melting pistons without first doing spark plug readings and adjusting timking & jetting accordingly...it's not likely you'll need much more timing than that anyway.
