In addition to the above, verify the linkages aren't holding the carbs open.
We've all seen it / done it, had it happen to us. Assemble the setup only to discover the throw isn't long enough and the pedal can't travel enough and it keeps pressure on the linkage - keeping the throttle butterfly open "just enough"..
