Timing can most certainly affect engine temp. If the timing is retarded then the engine will run hot. I'm not sure on the timing for your engine but it does sound like it's retarded too much. I'm sure people familiar with your engine can give you a starting point to set your engine. Then you can vary from that to see what your engine likes. If in fact 0 degrees is right, then the next thing would be rad size. Highway speed and overheating is an indication of an undersized or malfuntioning rad.
