The more you bore out an engine, the hotter they usually run.
I had the same problem with a engine I had built. Put in a 160 thermostat electric fan and nothing worked, still ran hot. Then a friend told me about water restrictors instead of thermostats. The restrictor just slows down the water instead of stopping it. They usually come in a set of three differant sizes from the speed shop. That was the only thing I found that would cool that over bored engine. They look like big flat washers, with differant size holes in the middle of them. Hope this helps you.
