Yes, what Dave said. If it only has surface damage and no cracks, grind it / buff it / balance it. Your machine shop I'm sure will guide you through what it needs.

Should I take my Dremel to it and take off any sharp edges and polish up the counter weight before I take it in to get machined?

I don't think I'd bother.. you don't want to "work" on 1 spot to much. Let the machine shop do the mendo blendo when they balance it. Sometimes when a guy starts on a spot he can go to far chasing a "flaw" and cause more of an issue.. my 2 cents! Are you going to knife edge the crank counter weights? I wouldn't think so but, it popped into my head.
